Panel: Seattle tunnel project can stay on budget

GIG HARBOR, Wash. -- An Expert Review Panel brought in by state lawmakers to examine the Alaskan Way Viaduct replacement project presented its annual report to the State Transportation Committee Wednesday, highlighting improvements within the administration but pointing out additional deficiencies. Though the report was made public earlier this month, Wednesday's meeting was the first time commissioners were able to question the panelists themselves.

"Don't panic," said Bob Goodfellow of the Expert Review Panel. "That's a pretty good summary of the whole report." The report states it is possible for the Seattle tunnel boring project to finish within its $3.1 billion price tag. However, the looming question over tolling remains, the report states.
